FCC Greenlights Pay TV

The FCC authorizes pay-cable transmissions, ruling that only 1 pay TV station is allowed per market. Only markets with 4 commercial stations can have pay, decoders can only be leased, and each pay outlet must carry a minimum of 28 hrs of free TV. Despite the restrictions, the National Association of Theatre Owners and the Joint Committee Against Toll TV go to court to block pay TV.
